Is there water on the moon? If so, can the moon be terraformed?

You are thinking about some pretty exciting things!
There is a suggestion that there is frozen water - ice -
at the north and south poles of the moon. A mission is
now underway by NASA to try to find evidence for
this. Their satellite is called the Lunar Prospector and
is now orbiting the moon. Watch the news for announcements
about what the Lunar Prospector finds!

But NASA is thinking the same way that you are. If there
is water, then we could put plants - perhaps in a
biosphere - and let them produce an oxygen environment for
us. This process is called "terraforming". "Terra" refers
to the Earth, and "forming" means we are trying to form
an earthlike environment, where we could live.
