At the The 37th meeting, held in Arlington, VA during 2001-03-27/29 Dr. Dennis McCarthy of the USNO presented UTC and Leap Seconds. This was probably the best outline of possible options for changes to UTC, but most of them have since been excluded from consideration.
In the light of dicussion on LEAPSECS in 2006-01 two slides from that presentation deserve
to be highlighted.
