A.2.1 ktl open service

Open a connection to a KTL service by calling ktl_open(). It returns the service name as its value, which should be used in subsequent ktl link commands.

If this service has already been opened, it returns immediately without doing anything. Thus the same command can be executed many times without mishap.

The command is optional because ktl link will always do an automatic ktl open if necessary.
