   LCH MTOS Input Form v2.xlsx
   smime.p7s

   Good Afternoon,

This is another wide-distro email update. Based on the last big email in
September, I've removed several folks no longer associated with a laser
program. If you are still receiving this and are not involved with an
LCH-registered laser and wish to be removed from our contact roster, please
   let me know.

Please read the following items and reply as necessary:

   1) Thank you for your schedule replies in September. We received far fewer
responses in October, and only a couple this month (so far). Please remember
that we are requesting MTOS responses by the 15th day each month. These
responses are required for all non-waived lasers, as well as waived lasers
that target satellites. As I mentioned previously, repeated failure to
provide this scheduling information may result in an authorization freeze.

   2) The attached MTOS Input Form has gone through a minor revision - rather
than have two columns to denote days of operation and days of operation with
satellite targets, I have simplified that to one column that accepts a code
based on the type of activity for a given day. Please see the new
instructions within the file and let me know if you have any questions about
it. Sorry for changing the format again!

   3) Please submit schedule inputs for NOV 2017 through NOV 2018 (see the tabs
at the bottom of the worksheet) as soon as possible. We generally expect
that you be able to provide accurate/reliable schedule information for at
least the next 30 days, and ask that dates for the next 12 months also be
marked when possible. Use the appropriate code to denote whether a day of
activity is confirmed (C), or tentative (T). If targeting a satellite on a
given day, append a "S" to the C or T. "N" can be used for days or long
stretches of time when you know the laser will not be fired.

   4) If you are currently in the process of registering a laser for the first
time and do not yet possess an authorization to receive deconfliction, you
are not required to submit MTOS responses until you receive your
   authorization.

   5) NOTE TO NON-WAIVED LASERS: We no longer require "re-registration" each
year. So long as the technical parameters of the laser, its software, or
your procedures remain unchanged, you do not need to submit a revised
registration form. If you will be making a change to the laser, software, or
procedures, please contact us so we can determine what (if any)
   documentation requires revision.

   6) NOTE TO WAIVED LASERS: For a period of about 30 days, emails sent to us
from external accounts (i.e. not .mil or .gov) were not arriving. If you
submitted a request for renewal of your waiver, and did not receive a
   reply, please re-send that request.

   7) As a reminder to all, jspoclch@us.af.mil is no longer in use.
   laserclearinghouse@us.af.mil is the replacement address.

Please let me know if you have any questions! Thank you and have a great
   weekend.

2017-09-08

   Good Afternoon,

This is a wide-distro update email. I am re-building our distribution list
to ensure I am contacting the right people for all of our registered
   programs (waived and non-waived).
Please read the following items and reply as appropriate.

   1) If you are the primary point of contact for the LCH and have oversight of
scheduling of NON-WAIVED laser activities, please submit a Master Test and
Operations Schedule (MTOS) Input Form no later than 15 September so we can
capture your projected dates of activity. If dates are hard to determine, or
are not firm, please mark approximate days and indicate in the notes field
that they are tentative. Our expectation is that input for the next 30 days
will be reasonably accurate and reliable -- any other dates for the
following 11 months should be provided if available. (NOTE: If you have
recently submitted an MTOS response in the last couple of weeks, there is no
need to re-submit). ***NOTE: Failure to provide scheduling information will
result in a freeze of your authorization (PRM processing will cease) until
schedule information is provided IAW the Information Exchange Requirements
outlined in the signed deconfliction plan/Appendix A and LCH Reports
   Handbook.***

   2) If you are currently in the process of registering a laser for the first
time and do not yet possess an authorization to receive deconfliction,
please disregard the MTOS request above.

   3) If you are receiving this email but are no longer involved with the laser
system/program we had been communicating about (or the laser is now retired
and will not be used again), please let me know. If I should be contacting
somebody else instead, please provide that person's name and email address.

   4) If you had received a waiver letter from us and it is now more than 12
months old, and you wish to request a renewal of the waiver, please let me
   know.

5 The most recent reports handbook (2017-06-16) is attached for your use and
   records.

   6) Please note that jspoclch@us.af.mil is no longer in-use. Instead, please
use laserclearinghouse@us.af.mil in addition to emailing me directly at
   austin.baker.5@us.af.mil.

   7) If you have submitted something to us and not yet heard back, please let
me know so I can engage.

Standing by for any questions you may have. Thank you!

   ALCON,

Good day! There is quite a bit of change this month and we wanted to reach
out to you all with an update.

1 - As of 22 June, LCDR Miller and MSgt Tarrant will both be departing the
Laser Clearinghouse and Vandenberg Air Force Base. This unfortunately means
that CPT Austin Baker and Mrs. Heather Witts will be the only remaining LCH
personnel for the time being. Please direct all communication to
LaserClearinghouse@us.af.mil and we ask for some patience in response times.

2 - LCH is out of the office 1-4 July. If you plan to operate over the 4th
of July holiday weekend, please contact LCH ASAP to arrange scheduling and
minimize LCH personnel coming in during down days.

3 - Please continue to send all communications to
LaserClearinghouse@us.af.mil. The previous org box is no longer used or
   checked.

4 - The Master Test & Operations Schedule (MTOS) is attached. This has
replaced the Laser Test Master Schedule (LTMS) and provides known operations
ahead of time for planning purposes. Please complete the attached (as
required) and reference the verbiage below taken from the LCH Reports
   Handbook.
3.3 Master Test and Operations Schedule (MTOS) Input Form (IER #1)
Summary: The MTOS Input Form is a spreadsheet provided by the LO/O
to the LCH that provides a forecast of laser activities for at least the
next month, but up to the next 12 months. LO/Os will use the LCH
MTOS Input Form to indicate days on which "live fire" operations will occur,
and additionally identify any "live fire" events that will target Resident
Space Objects (RSOs). Make use of the notes column to provide any
   additional details.
Time Frame: Monthly (prior to the 15th)
Note: This spreadsheet may only be populated with unclassified
schedule information. Contact LCH for the classified reporting format.

Finally, we ask for your patience during this critical manning timeframe.
The SSA Ops Cell (SADTs) are being leaned on heavily to assist with day to
day operations. We ask that programs complete all required actions on their
end as the SADT workload is higher than normal during this time.

   Thank you, and happy shooting!

2015-12-07 (Notification 2015-11-24):

On 7 December 2015, Space-Track will change how long files are retained on the FILES Panel. Each folder will have a setting that determines how many days its files are retained before they are deleted. To see files you have access to and their scheduled deletion dates please go to the following URL:

Space-Track: File Deletions

Any file with a deletion date prior to 7 December 2015 will actually be deleted on 7 December 2015.

2015-02-17:

The Laser Shutdown Monitor has been updated to enhance laser safety. PAM files are processed in the same way (using lsmParse, lsmCheck, and lsmNames) and the new monitor software is:

user@shimmy:/usr/local/lick/bin/LSM.tcl

(shimmy replaced a defunct shred 2017 Q1.) The new monitor checks the position listed in the .lsm file (and type, AZEL or RADEC) with the telescope state (position and tracking) in addition to the satellite shutdowns.

If there are problems, use the old software:

user@shimmy:/usr/local/lick/bin/lsm.tcl

(shimmy replaced a defunct shred 2017 Q1.) and edit the target .lsm file to remove the first two lines (starting with Type: and Target:, respectively).

I have also changed the required format for LGS target lists submitted by observers.

The format is described at the following URL:

http://mtham.ucolick.org/techdocs/instruments/ShaneAO/prep/

Observers can use either the slightly revised Lick format or Keck format target lists.

Instructions for how to deal with target lists using targetListParse.tcl are available at the following URL:

http://mtham.ucolick.org/techdocs/techref/ShaneAO/LGStargetLists.html
