Yup ;-)

Got it in one! Which is why I am interested in the outcome since, if the
bias changes, I have to do more work :(

I don't mind if things do change since I can, at this stage, design in a
hook to hang any change of offset from Local Mean Time to UTC. It may
never be used, but it will give me some satisfaction to know I thought
ahead and included it. That is until I come to update the program in a
year or two and can't understand what it is all about.
