The attached article was published in the Innovations Section of GPS World's
November, 1999 issue. Note that since 1984 the Earth has been slowing down
less than expected from long-term predictions. Such "decadal fluctuations"
are not unusual, and it is entirely possible that the magnitude of earth's
de-acceleration will quickly increase in the near future.
