I'm sorry you read that as a dig. That was not what I was
intending.

All I was trying to say is that if a system is sufficiently isolated
that it can't easily be updated with leapsecond information then it
probably doesn't matter too much if times _within_ that system are
offset from UTC by a second or so. In effect, the uncorrected time
used within the system becomes a sort of local timezone - in the
same way that GPS time which is UTC from some date but ignoring
more recent leap seconds could be thought of as a timezone.
