As usual, the IETF does a much better job than the ITU of making this
stuff available to the general public. See

protocols that is a profile of the ISO 8601 standard for
representation of dates and times using the Gregorian calendar.
Written via an open process; free for all to read, copy, distribute,
implement, or be involved in improvements to; with a complete ABNF
syntax specification; compatible with ISO 8601 but without a sufeit of
unnecessary alternative formats like ISO 8601. Includes a short
section on Leap Seconds, lots of info on time zones, etc.
LEAPSECS members Markus Kuhn and myself contributed suggestions to it.
And as I noted earlier, the IETF "ntp" working group is working on
updating the NTP standard (RFC1305 on NTP version 3, RFC2030 on SNTP
version 4), again in a relatively refreshing and open manner:
