posting to the leapsecs list

Leapsecs members,

To post email messages to the LEAPSECS list, send your email messages
directly to leapsecs_at_clockdev.usno.navy.mil using an email transport. The
web interface at clockdev.usno.navy.mil/leapsecs.html cannot currently be
used to post messages because of a pending installation problem.
