I hope to have my lab PC record both MSF and DCF77 near 23:59:60 tonight.
Unfortunately, I lack the receiver and antenna needed for recording
GLONASS signals, which -- as I understood it -- will have a phase jump
in their time base thanks to the leap second. At least that is the
claim; it would be nice to have it actually documented by observation.
So if you have access to the necessary equipment and have nothing better

A simple storage-oscilloscope recording at some suitable IF should be
sufficient, I'd be happy to help out with the offline demodulation and
decoding afterwards.
