Procedure: Contact Space Command:
laserclearinghouse@us.af.mil
LCH normal hours are 08:00--17:00 Mo--Fr 805-605-4763 or 805-606-7410.
For emergency actions outside regular business hours the phone number
is 805-605-3514 to request on-call support. Therefore, it is important
to process PAM files promptly (by 16:00) in the event that it is necessary
to contact LCH during regular business hours.
Prerequisites:
-
Processed
Laser Guide Star (LGS) files. Must be completed by 16:00 local time.
-
Check electronic mail for Additional Closures due to recent
space events, circulated to mh-laser@ucolick.org.
Closure times appended with z refer to zulu time
— identical to UT / GMT.

As of 2022-10-15 the methods of communication with US Space Command Laser
Clearing House have changed. Normal communications should now be managed
via electronic mail messages (formerly telephone calls).
Advance notification of LGS operations should be submitted as a
Laser Status Report.
Notice of conclusion of LGS operations should be submitted as a Quick
Look Report.
No response to either of these messages is necessary to proceed with our
Laser Guide Star propagation.
-
Laser Status Report: Advance notification (minimum 1-hour) of
intent to commence propagation of Laser Guide Star is to be managed
by submission of Laser Status Report via electronic mail to:
laserclearinghouse@us.af.mil
The electronic mail message should adopt the following form:
Subject: Laser Status Report - Lick Observatory - 589nm
Content:
Classification: Unclassified
Name/Organization of Operator: UCO/Lick Observatory
Laser System Name: Lick Observatory - 589nm
Expected Start Time (UTC): 05:00 *
Expected Stop Time (UTC): 12:00 *
Status of Laser System: Green **
* Adjust time as appropriate
** Update with one of the following:
Green (on track),
Yellow (mission at risk)
Red (likely cancel) and give reason, e.g., weather, equipment, etc.
-
Quick Look Report: Within 15 minutes of the conclusion of Laser
Guide Star operation even if no Laser Guide Star was propagated,
a Quick Look Report must to be submitted via electronic mail to:
laserclearinghouse@us.af.mil
The electronic mail message should adopt the following form:
Subject: Quick Look Report - Lick Observatory - 589nm
Content:
Classification: Unclassified
Name/Organization of Operator: UCO/Lick Observatory
Date/Time of Call (UTC): 12:00 *
Laser System Name: Lick Observatory - 589nm
Actual Start Time (UTC): 05:00 *
Actual Stop Time (UTC): 12:00 *
Assessment of Deconfliction Adherence **: Laser activities nominal & executed
in accordance with supplied deconfliction.
* Adjust time as appropriate
** If outside of parameters, which should never happen if abide by all safety procedures, we need to fill in LOAP reports and it will likely shut-down laser operations for many days. See relevant LCH Reports Handbook for details.
-
A GUI to compose and transmit Laser Status and Quick Look Reports to LCH
is available:
user@shimmy: /usr/local/lick/bin/lgsStatusReports.tcl
Above: Screen-grab of lgsStatusReports GUI (E. Gates 2022-10-21).
The top portion is for the Laser Status Report (to be emailed 1-hour
before propagating).
Times are in local time and 22:00 to 05:00 are set by default, so
change as necessary if using other times.
The status of the laser system should be Green for most operations,
Yellow if there may be weather or instrument problems and Red if
cancelling.
If Yellow or Red status add a reason (e.g. weather or instrument trouble).
If Red status and cancelling, put "Cancelled - weather" or
"Cancelled - technical issue".
Once composed, press the Send Laser Status Report button
and a pop-up box should appear confirming the message was sent or with
an error message.
The bottom portion is for the Quick Look Report (to be completed within
15 minutes of the end of laser activities).
Enter the start and end times of lasing (defaults are 22:00 to 05:00 for
a full night of regular operations, adjust as needed for partial nights).
If there were any times that during which the laser was propagated
outside of approved parameters (e.g. any satellite shutdown mistakes),
It shall be necessary to change the assessment of deconfliction adherence.
It will also be necessary to complete LOAP reports and await the
consequences. Once composed, press the Send Quick Look Report button
and a pop-up box should appear confirming the message was sent.

If necessary, acknowledge additional closures due to recent space events.
