Nonsense.

By this argument, the speed of light depends on the current value of UT1 as
well.

The SI second is used by TAI and UTC. UT1 has a different second, whose
length (in SI seconds) varies in a complicated manner. This new UTS would
have a second whose length is either 1.000, 0.999, or 1.001 SI seconds. No
new problems.
