UTC reference

I don't have time at the moment to comment on the more substantial
discussions. A quick clarification:

I was referring to the definition of UTC:

    "Standard-frequency and Time-signal Emissions",
    CCIR Recommendation 460-4 (1986)

This is available (for a price) from http://www.itu.int. It has been
asserted that this document is the fundamental controlling international
agreement. Since different countries still tie their civil timescales
to other standards such as GMT, it is arguable whether a civil time
standard exists at all.
