Ground-based Optical and Infrared Observatories

Upon consideration of the contents of the bibliography I have come
to the following conclusion:

    No survey taken thus far has adequately measured the impact that
    discontinuing leap seconds in UTC will have on ground-based
    optical and infrared observatories.

Perhaps I am wrong. Perhaps the IAU has made some effort in this
regard that I have missed.

Nevertheless, the URL above now includes links to web pages which are
specifically intended to address the issues that optical and infrared
observatories will face.

The web pages include a survey and some early results.
The survey is ongoing, and more results will be added.
